VinaCapital joins VND 500 billion fund for Ho Chi Minh City's startup ecosystem
As a founding shareholder and co-operator, VinaCapital will steer the fund's capital into Series A and B rounds, focusing on core technology, green solutions, and digital transformation.

The Ho Chi Minh City Venture Capital Fund Joint Stock Company officially launched on April 17, 2026, established and registered under the Scheme in Decision No. 1267/QD-UBND of the Ho Chi Minh City People's Committee, with initial charter capital of VND 500 billion.
The Fund Company aims to create a boost for the next growth phase of the economy by supporting innovation activities in the field of science and technology and in advanced industries. This is also the first time a venture fund has been initiated by the State with the aim of mobilizing additional capital from domestic and foreign investors.
Ho Chi Minh City will contribute 40% of the Fund's charter capital, with the remainder mobilized from a group of founding shareholders that are among Vietnam's leading corporations today, including VinaCapital, Sovico, Vingroup, Becamex, Sunwah, VNG (Vinagame), FPT, CT Group, and Hoa Sen.
Accordingly, VinaCapital is a founding shareholder, and Mr. Hoang Duc Trung, Deputy General Director in charge of Operations of VinaCapital's Technology Investment Fund, has been appointed Director of the Ho Chi Minh City Venture Capital Fund.
Speaking at the launch, Mr. Trung said the Fund would serve as the market's "seed capital," proactively steering capital into strategic fields that require a great deal of time. The Fund's investment focus is on Series A and B funding rounds – the pivotal stage for Vietnamese startups to scale up and accelerate their growth.
According to Mr. Trung, the Fund will prioritize investments in core technology, together with genuine green and digital-transformation solutions, in line with the direction set out in the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term and the spirit of the Politburo's Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation.
“The Fund will be a launchpad to realize the aspiration of making Ho Chi Minh City a leading technology hub in the region. I believe that in the future, when people speak of the success of Vietnam's flagship startups, the imprint of the Ho Chi Minh City Venture Capital Fund will be clearly present as a key accompanying factor,” Mr. Trung stressed.
Mr. Don Lam, CEO and founding shareholder of VinaCapital Group, said this initiative is an important step to narrow the capital gap for Vietnamese startups while accelerating the shift toward an innovation-driven growth model. In addition to its capital commitment, the VinaCapital team will bring investment experience accumulated over decades, connect international capital flows, and ensure the Fund is operated to international standards.

VinaCapital entered the technology-investment field in 2006 with the establishment of the DFJ VinaCapital fund, in cooperation with the leading Silicon Valley venture firm Draper Fisher Jurvetson. Building on that foundation, VinaCapital Ventures was established in 2018 with investment participation from Mirae Asset and Naver. VinaCapital is currently in the process of raising capital for its third technology-investment fund, focused on providing growth capital to Vietnamese and regional startups with breakthrough potential.
